CHAPTER 104

 

UNIFORM NUMBERING SYSTEM

 

 

6 – 104.1      Purpose

An Ordinance establishing a uniform system for houses and structures located within the unincorporated areas of the jurisdictional area of the Vigo County Area Plan Commission in Vigo County, Indiana.

 

6 – 104.2      General Provisions

6 – 104.2-a      The plan for the orderly and systematic numbering and/or renumbering of houses and structures located within the jurisdictional area of fine Vigo County Area Plan Commission is hereby enacted and shall be known as the "Uniform Numbering System.

6 – 104.2-b      Any and all ordinances previously adapted by the Hoard of County Commissioner of the County of Vigo, Indiana, regarding the numbering and/or renumbering of houses and structures are hereby defined repealed.

6 – 104.2-c      The numbering and/or renumbering of houses and other structures in an orderly and systematic manner will make the location for such houses and structures more expeditious in cases of fire emergencies, in situations involving immediate need for medical attention far members of family or occupants of a building, and in instances where police protection may be required with haste. An orderly and systematic house numbering process will also enhance the delivery of goods and service as well as increase the efficiency of operations such as postal delivery.

6 – 104.2-d      Houses and structures that were numbered prior to the effective date of this ordinance shall be renumbered in order that they may comply with the Uniform Numbering System and so that the numerical harmony throughout an area or areas is substantially achieved. The Vigo County Area Plan Commission, as designated in this ordinance, is empowered to, and shall authorize such changes.

6 – 104.2-e      The Vigo County Area Plan Commission shall provide a uniform system of notification of the issuance of numbers or the renumbering of houses and structures.

6 – 104.2-e.1      Notification shall be made reasonably ahead of impending changes so as to allow major interested groups and agencies to plan and prepare for proposed changes.

6 – 104.2-e.2   The Vigo County Area Plan Commission shall keep accurate records and shall, from tame to time, prepare and make available to the Vigo County Commissioner a report of the status of the implementation of the Uniform Numbering System.

6 – 104.2-e.3   In the assignment of pause numbers, the Vigo County Area Plan Commission shall use its best judgment and shall carefully consider and evaluate all contingencies and shall, with due regard to the sensitive nature of the job assigned to it be considerate of the citizens of Vigo County.

6 – 104.2-f      The numbers shall be conspicuously placed immediately above, on, or at the side of the proper door of each building so that the number can be seen plainly from the street line. Whenever any building is situated more than fifty (50) feet from the street lane, the numbers shall be placed near the walk, driveway, or common entrance to such building and upon a gate post, fence, tree, post, or other appropriate place so as to be easily discernible from the public sidewalk or street. 6 – 104.3      Compliance

6 – 104.3-a      From the affective date of this ordinance, the numbering of all houses and structures located on lots or parcels of lands abutting public streets or roads within the jurisdictional area of the Vigo County Area Plan Commission shall be accomplished in conformity with the Uniform Numbering System as herein described.

6 – 104.3-b      At the tuna of issuance of any permit for the construction of a house or structure, a number shall be assigned by the Vigo County Area Plan Commission to said house or structure as hereinafter provided. Such number shall be included on the permit, and no permit authorizing the occupancy of a house or structure shall be issued and no final inspection of a building performed for the purpose of permitting its occupancy shall be deemed complete unless such house or structure displays, at the time of inspection, the officially assigned number in full compliance with the standards of this ordinance.

 

6 – 104.4      Penalties And Enforcement

6 – 104.4-a      Any person, firm or corporation awning or occupying a building who shall fail to maintain the number of such building as provided in this Ordinance shall be deemed to have violated the provisions of this Ordinance and may be fined a sum of not less than $25.00 nor more than $100.00 for each day's violation.

6 – 104.4-b      The Board of Commissioners may institute a suit for injunction to restrain any person, firm or corporation who shall take dawn, alter, deface, destroy or concealed any number assigned to or placed upon any building in compliance with this Ordinance, or who shall place or substitute or permit to be placed ox substituted upon any building an erroneous or improper number not in compliance with this Ordinance, or who shall allow to be retained upon any building an erroneous or improper number not in compliance with this Ordinance. The Board of Commissioners may institute a suit for mandatory injunction directing a person, firm, or corporation to correct any violation of the provisions of this Ordinance or to bring about compliance with the provision of this Ordinance. If the Board of Commissioners is successful in any such suit, the defendant or respondent shall bear the costs of the action, including

reasonable attorney's fees.       (1993)

 

6 – 104.5      Repealer

All Ordinances or parts of ordinance in conflict with the provisions of this ordinance are hereby repealed.

 

6 – 104.6      Severability Clause

If any section, provision, or part of this ordinance is adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the ordinance as a whole oar any section, provision or part thereof not adjudged invalid or unconstitutional.

 

6 – 104.6      Effective Date

Passed and adopted by the Board of Commissioners of Vigo County, Indiana this 25th day of March, 1990.
